In accordance with clause 3.3 of the Resolution of the Cabinet of Ministers of Ukraine No. 650 "Some issues of reservation of conscripts during martial law" dated June 5, 2024, enterprises, institutions and organizations that are critically important for meeting the needs of the Armed Forces and other military formations in a special period , enterprises, institutions and organizations that are critically important for the functioning of the economy and ensuring the livelihood of the population in a special period, no later than during the next day after hiring an employee, moving him from one structural unit to another or transferring him to another permanent position or job , dismissal, reinstatement, temporary termination/renewal of the employment contract, submit relevant information to the Pension Fund of Ukraine through the web portal of electronic services of the Pension Fund of Ukraine in electronic form with the mandatory imposition of an electronic signature based on a qualified electronic signature certificate.
Currently, the web portal of the Pension Fund of Ukraine (hereinafter - PFU) allows employers to enter information only about each fact separately for each employee. Given the large number of facts in individual companies to be entered through the PFU web portal, for example, major players in the market, more than 3,000 such facts had to be entered in June 2024 alone, the limited functionality of the PFU makes the process inefficient in terms of its administration, as the data entry procedure is currently completely manual, time-consuming and can lead to errors in data entry.
It would be expedient to provide the possibility for employers to upload a general file regarding all the facts collectively as of a specific date, or at least in terms of individual categories of legal facts (for example, hiring an employee, dismissal, transfer to another position, etc.).
